Shoppers are usually unaware of the condition of a property where they have come to do business. Shoppers cannot be expected to research the condition of the premises. They have a right to rely upon the business owner to have taken adequate precautions for safety. If this is not done, then it is fair and just that the owner take responsibility for paying compensation for the harm done and it also provides a business incentive for safety. Finally, it makes better sense to require businesses to purchase insurance for injuries taking place on their business premises than to expect shopper to pay for injuries caused by the negligence of the property owner.
